The Inland Emigration Act of 1859 didn't permit Plantation Workers to leave the tea gardens without permission. The word "Swaraj" has a variety of connotations for the labourers. They each had their take on Mahatma Gandhi and Swaraj. Assam plantation workers were expected to migrate freely and keep relationships with their community once the state gained independence. Because of the 1859 Act, many labourers deserted the plantations and returned home after rejecting the authorities' commands. They did so mainly because they were aware of the Non-Cooperation Movement and believed that Gandhi would grant them land in their communities. They went too far by using Gandhi's name and tying the movement to Congress.
