The Khilafat Committee was formed in Bombay in March 1919. It was to safeguard the Khalifas' temporal authority. The fall of Ottoman Turkey effectively ended the First World War. There were also fears that the Ottoman monarch, known as the Khalifa, the spiritual leader of the Islamic world, might be subjected to a punishing peace pact. The primary goals of the Khilafat movement were to demand a change in British policy toward Turkey and to reinstate Khalifa in his prior status. A new generation of Muslim leaders, such as the brothers Muhammad Ali and Shaukat Ali, fought for this cause. Gandhi saw this as an opportunity to bring Muslims together under a single national cause. At the Congress session in Calcutta in September 1920, he persuaded other leaders to initiate a non-cooperation movement in favour of Khilafat and Swaraj.
