  The Khilafat Committee was formed in 1919. During World War One, Ottoman Turkey suffered defeat. Rumours circulated that the Khalifa, the Ottoman monarch who acted as the spiritual head of the Islamic world, may be bound by a punishing peace treaty. A Khilafat Committee was constituted in Bombay in March 1919 to protect the Khalifa's temporal power. Young Muslim leaders like the Ali brothers, Muhammad and Shaukat, started talking with Gandhi about the potential for a coordinated mass movement on the problem. Gandhi backed them in their endeavour.
