The law for prohibition of manual scavenging was passed by the government in 1993.
It is an act to prohibit the employment of manual scavengers, to regulate the building and maintenance of water-seal latrines, to prohibit the construction of dry latrines or their continuation, and to address issues related to or incidental to these provisions.
India outlawed hiring individuals as manual scavengers in 1993, yet the shame and inequality attached to it still persist. Even though manual scavenging was prohibited by law in 1993, it has persisted. Therefore, this is insufficient to put an end to the abhorrent practice because appropriate law enforcement and stringent government oversight are also needed.
