The leaders of the Khilafat agitation were Mohammad Ali and Shaukat Ali. The Turkish Sultan, or Khalifa, was subjected to a harsh treaty by the British in 1920 after the First World War. The Indian Muslims wanted the Khalifa to maintain sovereignty over Muslim holy sites throughout the former Ottoman Empire. Mohammad Ali and Shaukat Ali, the leaders of the Khilafat agitation, wanted to start a full-fledged Non-Cooperation Movement at this point with the help of Mahatma Gandhi.
