The literary meaning of the word Soviet is council. When the government held the duma on 25 February 1917, there were strikes and demonstrations throughout the country. People with slogans came out on the streets demanding democracy, proper wages and better living conditions. Many regiments joined the workers in the strikes. By the evening of that day, they all came to meet at the same place where the duma meeting was held, and they formed a ‘Soviet’ or ‘Council of workers’, which later came to be known as Petrograd Soviet.
