Liberalism from an economic perspective meant the abolition of state-imposed restrictions concerning the movement of goods and capital. The emerging middle classes called out the need to abolish the tariffs during the nineteenth century. During the first half of the nineteenth century, the administrative measures laid out by Napoleon resulted in the creation of several small territories in coalition with 39 states, each of which had its currency, weights, and measures. A merchant had to pass through different customs barriers, and customs duties levied on the weight or measurement of the good. He faced this problem in each region he passed through, owing to different currencies and various measuring systems. This led to hassles and difficulty in the calculation, which came in the way of economic growth. Each of these possessed its currency, weights, and measures.
The commercial classes demanded a centralised economic territory to facilitate smooth and hassle-free economic activities. At the initiative of Prussia and with the support of most of the German states, in 1834, Zollverein or a Customs Union, was formed. The primary function of Zollverein was to abolish tariff barriers which were reduced from over thirty to two.
