The above statement is true.
Since the water particles are lighter, they rise up in the middle. Because of this, the cold particles of water that are heavier come down along the sides of the vessel. And then, the convection currents of heat are set up, and the water becomes hot. When we apply heat at the top, then the water present in the upper portion also becomes hot, and these hot water molecules get fixed over the surface. Since water is a bad conductor of heat, and thus water present at the lower end of the vessel remains cold.
