Prime Minister Morarji Desai established the Mandal Commission.
The Morarji Desai Government established the Second Backward Class Commission in 1979, headed under the supervision of the Member of Parliament B P Mandal. The commission's mandate was to look into the conditions of the socially and educationally disadvantaged classes and recommend ways for their progress. The commission issued its report in 1980 and made numerous suggestions. One of these was that 27% of government jobs be designated for the socially and educationally disadvantaged strata.
