The Maratha kingdom was administered with the help of the ashtapradhan, or the council of eight ministers. Chhatrapati Shivaji, the founder emperor, established the council in 1674. From the Sanskrit words ashta (meaning "eight") and pradhan (meaning "prime"), the phrase "ashtapradhan" literally translates to "the Prime Eight." One of the first successful examples of ministerial delegation in India, the organisation that performed the duties of a modern council of ministers, is the council of the ashtapradhan. The council is credited with establishing effective government procedures in the Maratha heartland and with the military campaigns' victories against the Mughal Empire.
