The Mauryan rulers tried to control roads and rivers which were important for transport. Considering the size of the Mauryan empire, various regions were governed in various ways. Between the centres, there were large land areas. The Mauryas managed to control the rivers and highways in this area, which were crucial for transportation, and to amass whatever resources were available as tax and tribute. For instance, the Arthashastra informs us that south India was significant for its gold and valuable stones, whereas the northwest was significant for blankets. These materials might have been gathered as a form of tribute. Unlike taxes, which were collected regularly, tribute was gathered from individuals who offered a variety of items, more or less willingly, as the opportunity arose.
