The methods adopted by the British to control weavers were Appointment of Gomasthas and System of Advances.
The British wanted to establish their monopoly rights over the trade. They made efforts to eliminate competition, regulate costs and ensure regular supplies of textiles. For this purpose, they adopted certain measures:
1) The industrialists appointed gomastha who were the paid servants to supervise the weavers, and ensure regular supplies and quality of cloth. They were appointed over the weavers to direct them. The gomastha often had no empathy with the weaver and punished them for delays in supplies.
2) Another method was to provide advances. The weavers were given loans at the beginning. This prevented them from associating with anyone else. Those who had acquired the loans had to hand over the supplies to the gomastha.
