General Dyer was the military governor of Punjab at the time of the Jallianwala Bagh tragedy. He enacted the Military Act and ordered that the bullets be fired at the assembled community at Jallianwala Bagh on April 13, 1919. Dyer entered the area, closed exits, opened fire, and hundreds were killed. His aim, as he later stated, was to "produce a moral result," i.e., to create in the minds of satyagrahis a sense of dread and fear.
