New Relation = {(1, 1), (1, 2), (1, 3), (2, 2), (2, 3), (2, 1), (3, 1), (3, 2), (3, 3)}

 For R to be equivalence relation, it should be reflexive, symmetric and  transitive.   Now, for R reflexive:  (x,x)R for all x{1,2,3} (1,1),(2,2),(3,3)R  For R is symmetric:  (1,2),(2,3)R (2,1),(3,2)R  For R is transitive:  (1,2),(2,3)R (1,3)R  Hence, minimum 7 elements must be added.
