They expressed their demands using legal means, including petitions, gatherings, resolutions, pamphlets, memoranda, and delegates. They did not seek total independence; rather, they sought to secure political rights and self-government under British rule. Some of the most well-known Moderate leaders include Dadabhai Naoroji, Womesh Chandra Bonnerjee, G Subramania Aiyer, Gopal Krishna Gokhale, Madan Mohan Malaviya, and Sir Surendranath Banerjee.
