The two types of motion of the roller are translational motion and rotational motion. The centre of mass of the ball moves in translation while the moving ball rotates as part of the centre of mass. In fact, at the bottom of the plane, both balls have the same KE, so the potential energy lost by both balls is the same. But a ball rolling on a rough surface has translational kinetic energy and rotates at the bottom of the plane, and a ball sliding on a smooth surface has only KE in translation.
