The Muslim League proposed a resolution in 1940 calling for the creation of " Independent States" for Muslims in the nation's north-west and east. The resolution made no mention of Pakistan or the split. The League started treating Muslims and Hindus as two different "nations" starting in the late 1930s. The history of conflict between some Hindu and Muslim groups in the 1920s and 1930s may have had an impact on the development of this idea. As a minority, they believed that Muslims would always be in the background. There was a worry that Muslims would even go unrepresented.
