The National Assembly in France completed the draft of the constitution in 1971. In 1791, the National Assembly passed a constitution that constrained the monarch's authority. As a result, France became a constitutional monarchy, with the powers being divided and assigned to several institutions, including the legislative, executive, and judicial branches. The 1791 Constitution gave the Assembly, which was chosen indirectly by a group of electors selected by active citizens, the authority to enact laws. Only men over 25 years of age who paid taxes equal to at least three days' worth of a worker's pay were considered active citizens. The women and the remaining men were categorised as passive, non-voting citizens.
