Gandhi said that the entire basis of British authority in India rested on the Indians' willingness to cooperate with them in his highly respected book "Hind Swaraj." Any British rule in India would crumble if they ceased to work together. He then devised a plan through the "Non-Cooperation Movement," which Congress in Nagpur in 1920 supported. The civil service, army, judiciary, and other governmental entities, as well as honorary titles and positions awarded by the British government, would all face widespread boycotts. Items created outside of the United Kingdom were to be favoured.
