The Non-cooperation movement in the cities faded over time because of insufficient national institutes and high prices of Khadi clothes.
Khadi cloth was more expensive than mass-produced mill cloth, making it unaffordable for the poor. People were, therefore, unable to boycott mill fabric for very long.
Since there were no alternative national institutions to provide the educational needs, boycotting British institutions presented a challenge. Indian institutions did exist, but they took a while to develop. Government schools gradually filled again with students and teachers. Legal professionals joined government courts. With all of them, urban residents' enthusiasm became weaker.
