The Non-Cooperation program was adopted at the Congress session in Nagpur in December 1920.
In the summer of 1920, Mahatma Gandhi and Shaukat Ali visited many places in India, mobilising popular support for the Non-Cooperation-Khilafat Movement. Many in the Indian National Congress (INC) were concerned about the proposals of the movement. They were reluctant to boycott the November 1920 council elections and feared that the party might provoke widespread violence. In the months between September and December, there was much tension between supporters and opponents of the movement. Finally, at a conference in Nagpur in December 1920, the consensus was reached to adopt the Non-Cooperation Movement.
