The Non-Cooperation programme was adopted in Congress Session at Nagpur. Gandhiji suggested that the movement should take place in stages. First, it should start with awarding government degrees and boycotting public services, the military, police, courts, law enforcement agencies, schools, and foreign property. Then, a massive civil disobedience campaign would be launched in the event of a government crackdown. In the summer of 1920, Mahatma Gandhi and Shaukat Ali visited many places, mobilising popular party support. Finally, at a conference in Nagpur in December 1920, the consensus was reached that the no-use programme should be adopted.
