Due to presence of –ve charge on the oxygen atom. CH3O- , HO- and CH3CCO- ions are more nucleophillic than H2O . Further, due to +I-effect of the CH3 group CH3O- is more nucleophilic than OH- . Further since in CH3CCO- , -ve charge on oxygen is stabilized by resonance, therefore, its nucleophilicity is lower than those of  CH3O- and OH-  .
