The Panchayati Raj System comprises three levels. The Panchayati Raj system refers to the local governing structures in India. At the base of this structure is the gram panchayat, formed by the elected members of the village. The members are known as "panch". The head or president of the gram panchayat is known as the sarpanch. At the next level of the structure, a few gram panchayats are grouped to form the Mandal or block. It is also known as Panchayat Samiti. The members of the Samiti are elected by the grouped panchayat members of the villages. The Panchayati Raj structure goes from a village to the district level. All the Mandals are grouped at the district level to form the Zilla Parishad. The Zilla Parishad is headed by a chairperson composed of elected and non-elected members. MLAs, members of Lok Sabha, and some officials at the distinct level are members of the Zilla Parishad. Hence, the Panchayati Raj structure is made up of three levels, i.e., Gram Panchayat, Mandal, and Zilla Parishad.
