A democracy constitutes two types of executives– political executive and permanent executive. The people elect the political executive for a limited period. On the other hand, the second type of executive, the permanent executive, is appointed long-term. The permanent executive is also called the civil service. The people who work in civil services are called Civil Servants. They remain in office despite the fact that whosoever forms government. They are usually more knowledgeable than the political executive and assist the political leaders in daily administration work. The political executive has more power than the permanent executive.
