The Permanent Settlement system was introduced in Bengal and Bihar. Lord Cornwallis introduced it in 1793. According to this settlement, 10/11 of the production was given as tax to the British East India Company, and only 1/11 was left with the zamindars. Land revenue was fixed, thereby giving a regular income to the Company. They did not directly collect the tax. It was taken care of by zamindars and other mediators. Therefore, the Company did not face any issues with the collection of taxes.
