The States Reorganization Commission submitted its report in 1956, but it was appointed in 1953 to look into the feasibility of creating linguistic states. In its report, the commission favoured the creation of linguistic states. But it made it clear that language cannot be the sole criteria to form a different shape and look into administrative convenience etc. Based on the report, the States Reorganization Act was enacted in 1956.
