Electric field at any point between the plates is the vector sum of field produced by the charge of the capacitor plates ( before the insulator plate was placed) and  the field produced by the insulator plate . The field produced by the insulator plate induces -Q02and +Q02 charges on the outer surfaces of the outer plates of the capacitor.
