The policy of accommodation was constitutionally adopted by the government of Belgium. Belgium's leaders resolved to work out a power-sharing agreement. They changed their Constitution four times between 1970 and 1993. The Constitution stipulates that the number of Dutch and French-speaking ministers in the central and state governments be equal. State governments are independent of the federal government. The Belgian government devised an accommodation strategy to integrate Belgium's complex and various cultural and linguistic ethnic groups. Brussels, the capital city, has a government with equal representation for both communities of Dutch and French.
