The policy of Dhamma was started by Ashoka. King Ashoka established the idea of Dhamma. Through his edicts, he elaborated on his Dhamma policy. Ashoka attempted to directly communicate with his subjects by engraving his views on Dhamma on these edicts. These inscriptions were written at various points in his life. Ashoka's Dhamma did not include any form of worship or sacrifice. He believed that, just as a father tries to teach his children, he owed it to his subjects to instruct them. He was also influenced by the Buddha's teachings. Ashoka had his messages inscribed on rocks and pillars, and he directed his officials to read the message to those who couldn't read. Ashoka also dispatched messengers to spread dhamma ideas to other lands.
