The political executives or the ministers are appointed by the people as their representatives. On the other hand, permanent executives, also known as civil servants or bureaucrats, are appointed by the State Public Service Commission or the Union Public Service Commission. The reason why the civil servants are called ‘permanent’ executives and the ministers are not is that the bureaucrats/ civil servants remain in power even if the ruling party changes, but the ministers have to step down. Thus, permanent executives are more powerful.
