According to the Constitution, the Rajya Sabha can have a maximum of 250 members, 12 of whom are presidential nominees who must have exceptional expertise or relevant experience in the fields of literature, art, science, or social work. The remaining members represent the Union Territories and the States. The single transferable vote is used to elect the representatives of the States by the elected members of their Legislative Assemblies in accordance with the proportional representation system. As a result, the voting process is indirect. Members are selected for the Union Territories in accordance with any criteria Parliament may by law specify.
