The powerful ryots gave out their lands to cultivate to under-tenants. In the permanent settlement, the zamindars rented their lands to the ryots. But some of the ryots were powerful and rich in many villages, so they gave out their lands to cultivate to the under-tenants. These powerful ryots also took high rents from the under-tenants. In 1806 H.T. Colebrook said that under-tenants were always in debt and could never free themselves from debt because of the high rents they had to pay. They did not even hope for the situation to get better.
