Detailed Solution

After appointing the Prime Minister, the President can appoint the members of the Council of Ministers on the advice of the Prime Minister.
The Prime Minister can select any member of Parliament as the minister in his cabinet and suggest the same to the President for the appointment. The Prime Minister can also select any person who is not a member of Parliament, to serve as a minister in the cabinet but any such appointment can last only if that person becomes a member of Parliament within six months after his/her appointment. The President can also appoint two Anglo-Indians of his/her choice in the Lok Sabha.
