Detailed Solution

The President exercises their discretion if no party or coalition gets majority seats in the Lok Sabha to appoint the Prime Minister. All government actions in the parliamentary system are done in the name of the President. But, their powers are executed only on the instructions of the Council of Ministers. One significant thing they can do on their own is to appoint the Prime Minister when no party or coalition secures a majority in the elections. Then, the President exercises discretion to appoint a leader they think can win majority support in the Lok Sabha.
