The president is the nominal head of the state and remains only a minor executive. He is not directly elected by the people and hence, doesn't have such an appeal among the public as the Prime Minister has. He is vested with vast powers but cannot exercise them without the advice of the Council of Ministers headed by the Prime Minister. If a bill comes to the president for signature, he can return it to the council for reconsideration and propose his advice regarding the same. Still, it depends on the board to accept or reject it, and if the same bill is given to him again, he is bound to sign it.
