The primary sector of India, the agricultural and allied industries, is an unorganized sector due to its underdevelopment and less interference from the government. The primary industry faced the issue of disguised unemployment during this period when the number of people employed was more than required. Another primary reason was that the secondary and tertiary sectors needed more skilled and educated workers than those in the primary industry. So, the available people did not have the necessary skills. As the activities of the agricultural sector cannot be regulated by the government entirely, it is a part of the unorganized sector.
