Prime Minister V.P. Singh implemented the recommendation of the Mandal Commission in 1990. Singh's government decided to follow the Mandal Commission's recommendations and create reservations for members of Other Backward Classes (OBCs) in positions with the government. He declared there would be a 27% reservation for OBCs in positions in the public sector and central government. This led to widespread unrest and opposition.
