The proportion of the poor in every state of India is different. Though state-level poverty has highlighted a secular reduction from the stages of the early seventies, the development rate of declining poverty differs from state to state. Recent measures show that India's Head Count Ratio or HCR was 21.9 per cent in 2011-12 states, including Uttar Pradesh, Bihar, Madhya Pradesh, Assam, and Odisha, were above India's poverty level. Odisha and Bihar continue to be the two poorest states, with poverty proportions of 32.6 and 33.7 per cent, respectively. In addition to rural poverty, urban poverty is also more in Madhya Pradesh, Bihar, Odisha, and Uttar Pradesh.
