We have the following formula,
Circumference of circle =2πr  
The circumference of the wheel will be,
=2× 22 7 ×0.25 m =2× 22 7 × 25 100 = 11 7 m  
Number of revolutions will be,
11km 11 7 m = 11000m 11m ×7 =7000                       1km=1000m
Thus, the number of revolutions is 7000  .
Therefore the correct option is 3.
