The ration system was introduced after the Bengal Famine. Rationing was used in India in the 1940s to combat the Bengal famine. Before the Green Revolution, a major food crisis in the 1960s reintroduced the rationing system. The Public Distribution System (PDS) for food grains; Integrated Child Development Services (ICDS), which was introduced in 1975 on an experimental basis; and Food-for-Work (FFW), which was introduced in 1977–78, were three significant food intervention programmes that were introduced in response to the high incidence of poverty levels, as reported by the NSSO in the mid–the 1970s.
