The real founder of civil services in India was Lord Cornwallis.
He was also known as the father of civil service in India. He reformed and modernised the civil services in India. Warren Hasting planned this, and then Cornwallis did lots of structural work over Indian civil services. After that, Dalhousie started conducting competitive Indian civil service exams in 1855. This ICS exam was started under the charter act of 1853. Satyendranath Tagore was the first Indian who passed the Indian Civil Service exam.
