The reason for the photodiodes are operated in reverse bias condition, when light falls on it. 
 

A small change in current is not observable in forward bias as already a large current is flowing in the circuit. But a small change in current is detectable in reverse bias as reverse current is very less.

So the fractional change in reverse bias current is greater than the fractional change in forward bias current.
