The reign of Robespierre from 1793 to 1794 is known as the Reign of Terror. Robespierre pursued a strict control policy and punishment. Robespierre's government enacted legislation that set a maximum wage and price ceiling. Meat and bread were rationed. Peasants were obliged to transport their grain to towns and sell it at government-set prices. The use of more expensive white flour was prohibited, and all people were compelled to consume pain (equal bread), a wholewheat loaf. Equality was also attempted to be promoted through speech and address forms. Churches were closed, and their structures were transformed into barracks or offices. Robespierre pursued his goals so fiercely that even his followers began to seek moderation.
