The revenue system of the Mughal Empire during Akbar was known as zabt. A survey of crop yields, crop prices, and areas under cultivation over ten years from 1570 to 1580 by the then revenue minister of Akbar, Todar Mal, was done. Based on this survey conducted by Todar Mal, the provinces were divided into revenue circles with their specified schedule for revenue rates for specified crops. This is what came to be known as zabt. This system, however, could not be extended to all parts of the Mughal empire.
