In the Later Vedic Age, the role of the king was more democratic. There were two conflicting hypotheses as to how kingship came to be. The Aitareya Brahmana explained the rational origin of royal election by universal consensus. The Taittiniya Brahman debated the divine beginning of kingship side by side. According to legend, Indra, "although holding a low status among the gods, was created their emperor by Prajapati." The power of the government during the later Vedic age may have been more democratic in that the king recognised the authority of the chieftains of the Aryan tribes. Despite the existence of public assemblies, the expansion of large territorial states and the establishment of an official hierarchy resulted in the king's powers continuing to rise.
