The Rowlatt Act was passed in 1919.
In 1919, Gandhiji organised a Satyagraha in opposition to the passed Rowlatt Act by the British administration. The Act curtailed essential liberties, including the freedom of speech, while increasing police power. According to Mohammad Ali Jinnah, Mahatma Gandhi, and others, the government lacked the power to restrict people's fundamental liberties. They criticised the Act as being "devilish" and repressive. Hence Gandhiji asked the Indian people to observe 6 April 1919 as a day of "humiliation and prayer" to protest this Act and to hold hartals or plan strikes. The formation of Satyagraha Sabhas, which assisted in mobilising people, helped launch the movement.
