The Rowlatt Act was passed through the Imperial Legislative Council on the report of the sedition committee headed by Justice Rowlatt. The Rowlatt Act upset Indians because it granted the British government complete authority to stifle political activities. It permitted the two-year incarceration of political detainees without charge or trial. The Act was obviously unfair. It provided the police with extensive authority to search a location without a warrant and to detain anyone. Despite the Imperial Legislative Council's Indian members' unanimity in opposition to the Act, it was enacted. Gandhi cited this Act as one of the reasons for starting the Non-Cooperation Movement.
