The sabha was an assembly of Brahmin landowners.
Some inscriptions of the Pallavas provide evidence about the conduct of several local assemblies. These assemblies included the sabha. Sabha was an assembly of brahmin land owners. And this assembly functioned through the subcommittees. The subcommittees looked after irrigation, agricultural operations, making roads, local temples, etc. Other village associations also existed, which included 'ur', a village assembly in those areas where the land owners were not brahmins. The organisation of merchants was known as the 'Nagram'. Most of these assemblies were controlled by wealthy and influential landowners and merchants. However, many of these local assemblies functioned in south India for centuries.
