Around 1890, Surontiko Samin from Randublatung village, a teak forest village, began to inquire about state ownership. He said that if the state does not produce air, water, soil, and wood, it cannot have them. Soon, a widespread movement flourished. Samin’s nephews are among those who help rule. By 1907, 3,000 families had followed his idea. Some Communists protested when the Dutch inspected their land, but others refused to pay taxes or work.
